1. Purpose of assignment (attach background documents if any)
Background:
With the advent of the new National curriculum in 2014 in the Maldives, the Ministry of Education has recognized the importance of assessment for monitoring and improving students learning. As such the practices of classroom assessment and examinations have been changed in accordance with the learning goals and aims of the national curriculum. Moreover, a system for conduction of large scale national assessments haven been established as part of the education reforms. The Ministry of Education has expressed interest to participate in international comparative assessments and is seeking technical advice on how best to undertake the exercise. The Quality Assurance Department (QAD) of the Ministry of Education has requested UNICEF to help the Ministry of Education strengthen the student learning and achievement assessment system and has developed a multiyear plan to strengthen the assessment system. The first year of the plan focusses on strengthening the enabling environment for assessment and the QAD has initiated the development of the National Assessment Frame work and Policy. It is to this effect that UNICEF Maldives Country office is supporting the Ministry of Education and wishes to seek the services of an international consultant to undertake the tasks outlined in this TOR.
2) Objective of the consultancyThe objective of this consultancy is to provide technical support to the QAD of the Ministry of education to:1) Undertake a review of current status of large scale assessment in the country.2) Support the finalization of the draft policy on National Assessment and the National Assessment Framework,3) Advice the Ministry of Education on Maldives’ possible participation in the relevant international comparative assessments.
3) Duty station: The consultant will be based at the QAD of the Ministry of Education, Male’, Maldives for the in-country components. For the other parts, the consultants will work from home base and connect with the team at the QAD via skype and/or mail.

5) Estimated duration of contract It is estimated that the project will take approximately 45 working days between June – August 2018. 6) Official travel involved At least one trip to Male’ Maldives. The exact number of trips will be decided based on the proposal received from applicants. Travel cost shall be calculated based on economy class travel, regardless of the length of travel.
7) Qualifications or specialized knowledge and/or experience required
Education:Advanced University degree in education. Specialization in learning assessments will be an asset.
Experience:
• At least 5 years of years of experience in supporting learning assessment systems especially at policy level.• Must have excellent research skills.• Excellent facilitation and communication skills (written and oral)• The consultancy team must have sensitivity to diverse opinions and difficulties arising from differing perceptions.
