1. Purpose of assignment (attach background documents if any)

Background:

In 2015, The Ministry of Education of the Republic of Maldives expressed interest in joining the Global Partnership for Education (GPE) and requested for a GPE Grant to develop the Education Sector Plan for 2018-2022. To meet the grant requirement of the GPE, a National Education Consultation Committee (NECC) was formed to serve as the Local Education Group (LEG), and UNICEF was nominated as the Grant Agent (GA) and the Coordinating Agency (CA) for the management of the grant.

Subsequently Maldives received funding from the GPE to undertake a comprehensive education sector analysis (ESA) and develop its new education sector plan (ESP) for the next five-year period. A team of three consultants including an International Consultant (IC) and 2 Local Consultants together with the active engagement of respective teams from the Ministry of Education (MOE) are currently formulating the ESP. As per the requirement of the funding model of the GPE, the ESP must be credible and must be appraised independent of the actors who contributed to the education plan preparation. It should be conducted before finalizing the ESP and endorsement by development partners supporting education in the country. This endorsement signifies their commitment to support the implementation of the ESP.

As the coordinating agency, UNICEF is tasked with coordinating the independent appraisal on behalf of the development partners. As such, this Terms of Reference (TOR) is developed to seek the services of an international consultant to appraise the ESP.

2. Objectives and Scope of Work

The main objective of the assignment is to appraise the soundness, relevance and coherence that forms the credibility of the ESP. The GPE has provided guidance on for ESP appraisals and the consultant is expected to follow the GPE guidelines while giving due consideration to the Maldives context. The appraisal process should be participatory and must enable consultations at all levels of the appraisal process.

The appraisal report must provide a fair review of the ESP strengths and areas in need of improvement. The findings from the appraisal will be shared with the Ministry of Education and the findings will be used to improve the final version of the ESP.

3. Duty station: The consultant will be based in Male’ in UNICEF Maldives Country Office. The consultant will work in close collaboration with MoE, partners and UNICEF

  • In consultation with development partners, determine the scope and methodology of the appraisal to be used and develop a common vision of the whole process.
  • Final appraisal report.

    2. Conduct a desk review of the ESP and the relevant documents informing the ESP.

  • Undertake interviews with key stakeholders and conduct at least 2 field visits (given the time constraint) to the islands to collect additional information.
  • Conduct a workshop for the validation of the findings of the appraisal, conclusions and recommendations.
  • Draft the appraisal report and share it with the development partners for feedback
  • Finalize the appraisal report based on the feedback from stakeholders.
  • 5. Official travel involved 1 trip to Male’, Maldives. Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation and meals shall not exceed applicable daily subsistence allowance (DSA) rates for Male’, as promulgated by the International Civil Service Commission (ICSC).

    6. Qualifications or specialized knowledge and/or experience required

    Education:An advanced university degree (Master's) in Education Planning/management.Experience:

    1. Experience of at least 8 - 10 years in the evaluation of programmes in the education sector, especially in developing countries with specific experience of sector plan assessment;2. An Advanced University degree in Education, Social Sciences, and or International Development with a focus on education;3. Evidence of experience as regards support for the assessment and endorsement of a Strategic Sector plan; 4. Deep knowledge of the endorsement procedures of GPE;5. Notions of the financial dimension of a strategic plan (the simulation model analysis, action plan and gap financing) to work with the financial expert;6. Strong expertise/knowledge/experiences regarding quality, efficiency and equity in education;7. Perfect command of written and spoken English8. Excellent writing, analytical and synthesis skills

    UNICEF will only make milestone payment based on achievement of specific deliverables as listed in this TOR. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other forms of taxes.
