  • Background

    According to report, "State of the World's Children 2017 - Children in a Digital World", more and more children go online around the world and it is increasingly changing childhood. More than 170,000 children go online for the first time every day. One in three internet users is a child, with youth (ages 15-24) as the most connected age group worldwide. Growing up online provides tremendous possibilities and perils, as the boundary between online and offline fades, children are at greater risk of harm, including misuse of their private information, access to harmful content, child sexual abuse, and cyberbullying. The rise of mobile devices has made online activity for many children less supervised and potentially more dangerous.

    Efforts to protect children need to focus particularly on vulnerable and disadvantaged children, who may be less likely to understand online risksand more likely to suffer harms. While attitudes vary by culture, children often turn first to their peers when they experience risks and harm online, making it harder for parents to protect their children. It is due to these reasons, the increased internet connectivity available in the Maldives (77 per cent of the population are active internet users) and the high usage of hand-held internet-ready devices that children and adolescents face ever greater risks whenever they go online.

    To increase the awareness of children and adolescents on safer internet usage, UNICEF Maldives aims to hire a national consultant to develop a booklet on introduction safe browsing, provide guidance to parents/children on perils such as cyberbullying and available tools to protect young ones from the discontents of engaging in cyberspace.

  • The overall goal of this consultancy is to develop a handbook on Internet Safety for Children (English and Dhivehi versions), which would provide visual and substantive guidance to children and parents.

  • Handbook to focus on following proposed chapters (not exhaustive):
  • Internet 101 / internet usage in the Maldives.
  • How to participate on the web.
  • How to present yourself online.
  • Online privacy and how to stay safe.
  • Available online tools.
  • True stories.
  • Checklist on internet safety.
  • Consultant is required to provide guidance on the chapters based on the national context.
  • 2 versions of the handbook (for English and Dhivehi language)
  • 35 days
  • 2 versions of the handbook (English and Dhivehi) on internet safety for children.
  • Print specifications to mass produce handbooks.
  • Estimated duration of contract and deadline for submission of end-product
  • Duration: 35 working days (between October and November 2018)

  • Qualifications or specialized knowledge and/or experience required
  • Qualifications:

  • An advanced university degree (Master's or higher) in in a relevant social sciences field.
  • At least 3 years of relevant experience, in cyber safety, preferably child online protection, and/or child protection.
  • Knowledge of local internet usage patterns and behaviours experience would be an asset.
  • Specialized training on internet safety, child psychology and/or online child protection in particular, would be an asset.
  • Have the ability to work under pressure, be open to input/scrutiny, respect for national developmental/cultural contexts and deliver on tight deadlines.
  • Experience working with UN agencies and International Organizations would be desirable.
  • Demonstrated fluency in English and Dhivehi language.
