Objective/purpose of the consultancy/services:

Technical support on public finance (PF) of the critical child-related programmes [i] - social protection and Âearly childhood education (ECE).

Background:

Consultancy will assist in generating evidence and producing financial arguments to inform UNICEF CO advocacy aimed at influencing governmental decisions on the size and efficiency of allocations for identified child-related programmes [ii] - integrated social protection [cash and services] and early childhood education (ECE). Generated knowledge will inform policy dialogue on child-centered budgeting, communicating it to decision-makers and the public for greater accountability.

The consultancy aims to conduct analysis and provide technical assistance in three programmatic areas:

  • review of PF in social protection sector;
  • testing of normative financing in the planning cycle of social service delivery at the local level, and
  • the way financing is organised in Early Childhood Education (ECE) with review of per capita methodology and budgeting.
  • Key areas for analysis will be allocation versus actual spending, sustainability and efficiency with budget identification of challenges in budget planning and PFM. The latter are building blocks of the budget brief sample developed by UNICEF Regional Office.

    Technical inputs are to be provided to the bigger research agenda coordinated with the WB, EU and WFP on the different policy options in the reform of social assistance and to fiscal space analysis, including identification of possible funding sources to achieve greater coverage and inclusion of poor and vulnerable children.

    Technical assistance on testing new financing approaches in social service planning and budgeting will include development of tailored training and coaching package, conduction of training, post-training support and supervision along with on-the-job technical assistance to the local authorities and planners, financial staff and relevant stakeholders including auditors. Financing of local social service is critical component of testing the governance model including interjurisdictional cooperation initiated earlier this year. Testing aims to generate empirical findings for policy dialogue in the context of unfinished decentralization agenda, difference between de jure and de-facto in handling social issues at the local level, input-based budgeting.

    Regulatory framework of the new modalities in the early childhood development and education provision has been influenced by the range of strategic projects and initiatives. Project results and related advocacy helped to put this programmatic area high onto political agenda. However, it resulted in handicap governance model especially in terms of financing principles. Undertaken by UNICEF review of regulatory framework will be complemented by analysis of fiscal issues. The latter will provide a complete diagnostic of the governance model and, thus, better chances for integration into to government machinery.

    Scope of work and key tasks:

  • Analysis of planned and actual spending in social protection- budget brief 2017-2018 both planned and actual, planned for 2019;
  • Review of the budgeting and current mechanism of inter-ministerial cooperation in ECE, analysis on joint inter-governmental financing of ECE programmes, i.e. ministries of education and science, culture, labour& social development and local government(s);
  • Tracing national budgeting cycle and public financial management (PFM) challenges in social protection and ECE;
  • Technical inputs and participation (training and coaching) in the testing of a model of local social service delivery for three most in-demand services, i.e. case management and basic services (1), family support (2) and social service for children with disabilities (3);
  • Technical guidance to MLSD in preparation of a costed programme/policy budget of integrated social protection, cash and services for 2020 with inputs provision to the Mid-Term Budgetary Framework (MTBF) 2020-2022. Social service delivery should have a separate budget line with articulation of delivery modalities for example social contracting, delegation of certain authorities from central to local level, home-based services and residential care;
  • Based on analysis, contribution to the development of clear communication package for decision-makers and the public;
  • Participation in technical and consultation meetings, advocacy and policy dialogue in the above programmatic areas.
  • Deliverables:

  • Costing algorithm for social services within the testing led by the international consultant by 14 December 2018 - 20 % of fee
  • Budget brief on allocated and actual expenditures for social protection sector and budget item cluster with explanatory PPT by end of January, 2019 -15 %
  • Training and coaching programme for testing of per capita in social service planning and budgeting (in coordination with the international consultant) by end March, 2019 - 15 %
  • Report on ECE budgeting and possible funding sources with risks and caveats - by end of May 2019 - 20 %
  • Draft costed programme/policy budget of integrated social protection, cash and services for 2020 informed by the documented findings of the testing with explanatory PPT - by the mid July, 2019 - 20 %
  • Final report by end of September, 2019 - 10 %.
  • Reporting and supervision:

    The consultant will report to and supervised by Social Policy Specialist with support from Programme Assistant.

    [i] Critical child-related programmes identified for 2017- 2018 and 2019 are child poverty/social assistance and services, ECE. Criteria of being critical: quantitative magnitude of problematic, i.e. number of children concerned, availability of normative and budgetary framework regulating social protection/assistance and ECE/education, probability for impact being nation-wide.

  • Advance Education in economics and finance, PhD level •Professional experience > 10 years•Expertise on PFM including on budgeting processes at the central and local levels, audit •Knowledge and practical experience in public administration domain and social protection •Strong analytical skills •Fluency in Russian, Kyrgyz and English languages
