1. Objective/purpose of the consultancy/services
Taking into consideration the new Country Programme 2018-2022, UNICEF Kyrgyzstan CO committed to conduct a market survey of in-country suppliers to have a better understanding of the local market’s potential through the assessment of local suppliers’ capabilities to supply goods and services required for satisfying the programme requirements, and to compose an updated vendor database for the office use over 2018-2022. Market survey (MS) will also serve the purpose of raising awareness of Kyrgyzstan suppliers and build sustainable knowledge for maintaining their capacity to effectively perform the requested services as well as provide the needed commodities timely and in compliance with UN rules and regulations.
2. Background
The local market survey in Kyrgyzstan is conducted due to the need to update the information on local vendors, availability of articles, sources of procurement, etc. the local market is continuously changing, there is a need to update the list of potential suppliers while setting objective criteria for the evaluation and selection of such suppliers. Smooth, timely and result-based implementation of market survey requires involvement of different UNICEF Country office staff: supply, programme, communication, and finance at different stages.
3. Scope of the Work:
The market survey shall be conducted in accordance with the UNICEF Supply Manual.
Under the direct supervision of the Operations Manager, UNICEF Kyrgyzstan, the consultant shall carry out the following tasks:
1. Prepare a methodological framework and corresponding tools for undertaking a detailed market survey for identification of local and/or regional suppliers and service providers in Kyrgyzstan taking into account the local market peculiarities:

Based on the list of the main commodity categories developed by Kyrgyzstan UNICEF Country Office (programme and operations) to source potential long-term suppliers by the announcement of the Expression of Interest and via such institutions and information sources, as media, the local Chamber of Commerce, trade networks, websites, United Nations Global marketplace, etc.
3. Receive and review expressions of interest from interested local vendors and firms for undertaking services or supply of goods to UNICEF and/or other UN agencies in the country and compile a long list of such vendors and service providers and analyse the completed Supplier Profiles for initial vetting based on the information provided by the vendors, such as: company registration, areas of activity and capabilities, qualifications, source of goods, availability of products and reference checks, etc.
4. Compile a long list of such vendors and service providers based on UNICEF’s minimum requirements to vendors.
5. Prepare a checklist to use during the suppliers’ inspection visits to ensure that all aspects are covered.
6. Schedule and undertake joint inspection visits with UNICEF staff to the premises/sites of longlisted suppliers, to assess their suitability, capacity (financial, personnel, logistics, holding stock etc.) and prepare a detailed Supplier Inspection Report to assess the suitability of each supplier.
7. Obtain feedback from a cross section of clients of the selected vendors and firms.
8. Review and analyse all data collected in the course of the assessment through the various visits, interviews, materials and equipment inspection at the potential vendors premises.
9. Based on the results of the supplier visits and inspection reports to assess each vendor, document results and make recommendations to pre-qualification of vendors by category of commodity.
10. Prepare a shortlist of assessed vendors and firms for each category based on their suitability to supply the selected goods or services.
11. Develop a database with three risk ratings (approved, approved with conditions, not approved) and prepare a hard copy file consisting of information covering all pre-qualified vendors and firms including their contact details.
12. To define a methodological framework for further updating of the list of suppliers with precise selection criteria.
13. To prepare a final report containing the methodology, principal conclusions and recommendations of the market survey.
4. Deliverables and timeframe
The following deliverables are expected from the consultancy upon the completion of this assignment:
a/ A pre-qualified suppliers’ database with ratings by reliability/acceptability (approved, approved with conditions) by type of items/services presented in an electronic format and a hard copy version.
b/ A narrative report highlighting the methodology followed during the assignment, principal conclusions and recommendations of the market survey, including a separate annex with not approved suppliers.
c/ Organized hardcopy files with actual profiles of each supplier containing supplier’s submissions, completed Supplier Inspection Reports and mentioning their authentic business license; respect of the rules in force in the country; the scope of activities and abilities; skills; reliability; origin and availability of stock/qualified personnel. Information about the short-listed vendors/suppliers/manufacturers should as a minimum include following;
Recent contracts completed (including values, delivery period and the client)
d/ Recommendations as to the methodology which should be followed for systematic updating and maintaining the newly developed list of suppliers.
e/ Recommend methodology which should enable UNICEF to effectively evaluate the performance of each supplier.

6. Reporting, supervision and UNICEF support
The Consultant will work under the direct supervision of Operations Manager and the indirect supervision of Supply Associate who will provide technical guidance, support to visit the suppliers’ premises, and approval of intermediate and final products. UNICEF will also provide an office space and supplies required to conduct the Market Survey.
7. Duration
The duration of the consultancy is five-six months.
8. Location
Bishkek with possibility of field visits outside the capital.
In cases where consultancy will involve travel, consultant/individual contractor will be expected to make own travel arrangements and invoice UNICEF at the end of the travel. Reimbursements shall only be processed if travel was duly authorized in the individual contract or by authorized manager, in writing and prior to the travel. Travel will be based on the most economical direct itinerary and ticket/transport costs should be cleared with the hiring unit prior purchasing. All other travel entitlements authorized by UNICEF will be processed as per rules and regulations on consultants/individual contractor travel. For local consultants/individual contractors the estimated DSA rates shall not exceed the applicable rates as per Memo on harmonized inter oblast DSA rates recommended for project personnel, local consultants/experts and national implementing partners dt. 01.03.2018.
9. Terms of Payment
Monthly subject to monthly performance reports on implementation of the MS plan.
In all cases, Consultants may only be paid their fees upon satisfactory completion of services. In such cases where payment of fees is to be made in a lump sum, this may only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect, and any advance on the lump sum may not exceed 30% of the fees. In such cases where payment of fees is to be made in installments, the final installment may not be less than ten per cent (10%) of the total value of the contract, and will only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect.
10. Performance indicators
The Consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the delivered products.
11. Visibility
All visibility materials to be used by Consultant during implementation of works under the present TOR should be agreed with UNICEF. UNICEF branding cannot be placed by Consultant on any documents and materials available to public without prior agreement with UNICEF.
12.Contractor will befully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. They are required to certify that they are covered by medical/health insurance.For travels, contractorsalso shouldcertify that their medical/health insurance covers medical evacuations.
