Maldives: International Consultant to develop the Monitoring and Evaluation Framework of the Education Sector Plan 2019-2021, Ministry of Education, Male/Maldives.

Background:

In 2015, The Ministry of Education of the Republic of Maldives expressed interest in joining the Global Partnership for Education (GPE) and requested for a GPE Grant to develop the Education Sector Plan for 2018-2022. To meet the grant requirement of the GPE, a National Education Consultation Committee (NECC) was formed to serve as the Local Education Group (LEG), and UNICEF was nominated as the Grant Agent (GA) and the Coordinating Agency (CA) for the management of the grant.

Subsequently Maldives received funding from the GPE to undertake a comprehensive education sector analysis (ESA) and develop its new education sector plan (ESP) for the next five-year period. An Education Sector Plan (ESP) draft was developed by the end of 2018. The draft ESP predates the Presidential election held in 2018. With the change in Government, the ESP is now in need of revisions to align it with new policies and changes in policy priorities of the new administration. The ESP is currently being revised by a team from the MoE, led by a local consultant. The team requires the technical support of a Monitoring and Evaluation Expert to revise and further develop the Monitoring and Evaluation Plan for the ESP.

This Terms of Reference (TOR) sets out the context and requirements, to recruit an international M&E Expert, to revise and prepare the new monitoring and evaluation plan for the ESP 2019 - 2023

How can you make a difference?

The main objective of the assignment is to provide technical assistance to Ministry of Education (MoE), to develop a robust M&E framework for the ESP 2019-2023 including an operational plan for the M&E framework. The expert will also provide technical inputs on the Results Framework prepared by the MoE with support by the ESP technical team.

The M&E expert will design an M&E System to enable the MoE to provide data on the achievement on the developmental objectives set out in the ESP, especially in relation to SDG4 targets.

The M&E system will also include critical studies and evaluations included on the ESP, that will be necessary to monitor and evaluate the sector plan.

The consultant will be based at the Ministry of Education

UNICEF, Programme Specialist, Education and WASH.

The M&E Expert will work very closely with the Local Consultant and the ESP team, The Policy Planning Committee (PPC) of the Ministry of Education and the Thematic Working Committees established for the coordination and development of the ESP.

1. Provide inputs to the MoE (ESP team) on indicators of programs' activities to measure programs outputs and outcomes. Review indicators for relevance, coherence, significance, and cost implications and propose amendments to improve them.

2. Review and revise the Results Frame work of the ESP (Results, indicators, baselines and targets)

3. Review and revise the draft Monitoring and Evaluation Framework. Tasks will include, but are not limited to:

  • Identification of clear institutional responsibilities to carry out the M&E of the ESP, including joint sector reviews.
  • Identification of data collection processes with regards, access for specific groups, including girls, boys, children with special education needs at various levels of education and by geography through the EMIS system.
  • Ways to integrate the data on Learning in to the EMIS for decision making by the MoE.
  • Indicative practical cost-effective measurements to monitor the teaching and learning practices in the class including learning in early grades and practical and cost-effective measurements to assess skills for work.
  • Monitoring strategies to mitigate the vulnerability of the education system to political, social and environmental impacts identified in the sector analysis and program design.
  • Final M&E Framework for the ESP 2019-2023 including the implementation plan.

    4. Review and revise the implementation Manual for the M&E framework, consisting of:

  • Guidance on conducting monitoring activities.
  • Standard templates and tools to collect data for monitoring the ESP.
  • Guidance on capturing the data through the Maldives Education Information System.
  • 5. Present the M& E Framework and implementation manual to the Policy, Planning Committee for finalization.

    Estimated duration of contract:

    It is estimated that the project will take approximately 25 working days between 3rd - 28th March 2019.

    Official travel involved:

    1 trip to Male', Maldives. Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation and meals shall not exceed applicable daily subsistence allowance (DSA) rates for Male', as promulgated by the International Civil Service Commission (ICSC).

    To qualify as an advocate for every child you will have:

    Education:

    An advanced university degree (Master's) in Social Sciences, Public Administration, Demography, Development Planning, Statistics or a directly-related technical field(s) is required.

    Experience:

  • At least five years of experience in project/programme monitoring and evaluation; planning, management; and implementation of projects and programs.
  • Proven competence in the establishment, implementation and evaluation of M&E systems.
  • Experience in the design, development, implementation and evaluation of Education programmes will be an asset.
  • Good knowledge of Information Communication Technology (ICT) applications and proficient with project planning software or related tools.
  • Excellent interpersonal, communication skills and ability to participate effectively in multi-disciplinary teams,
  • Fluency in written and spoken English and excellent report writing skills in English.
  • Ability to analyze issues technically and contribute to high-level policy dialogue with the Government.
