Kyrgyzstan: Intern on Human Rights reporting

Objective/purpose of the services

The purpose of the internship is to provide support in the process of reporting on the Convention on the Rights to Child to the Committee on the Rights of the Child.

Background

UNICEF Kyrgyzstan is a multi-ethnic country, home to over 80 different ethnic groups, which has been following a fragile path towards consolidating its democracy. It is a lower-middle-income economy, with a poverty rate of 32 per cent, and a chronic poverty rate of about 10 per cent. A significant proportion of the population has an income just above the poverty line, and is therefore are susceptible to external shocks: bad harvests, fluctuating international energy and food prices, or declining remittances. Up to 15 per cent of the population works abroad, and an estimated 1 million people moved from rural to urban areas in Kyrgyzstan in recent years. Remittances from out-migrants, estimated to number around 500,000, constitute 30 per cent of the country's gross domestic product (GDP) and expose Kyrgyzstan to regional and global economic volatility.

By November 2019, the Country is due to report on the implementation of the Convention on the Rights of the Child (CRC) to the Committee ON THE Rights of the Child. This will require support to the reporting mechanism for governmental authorities, human rights institutions and civil society actors.

Scope of work and key tasks

  1. Provide support to the UNICEF office in supporting the governmental, National Human Rights Institutions and Civil society reporting on the CRC;
  2. Support the data collection on the concluding observation of the previous reporting cycle and tracking progress;
  3. Provide logistical and organizational support for the organization of relevant coordination mechanisms;
  4. Support the data collection of relevant information and available reports for the provision of analysis on the implementation of the CRC;
  5. Support drafting of minutes and other relevant documents related to the CRC reporting. **

Reporting and supervision **

The intern will report to the Chief of Child Protection.

Qualification/level requirements

  1. Applicants must be at least 18 years old,
  2. Be enrolled in an advanced/undergraduate university degree (Master or higher) in Law, Political Science, International Development or related field,
  3. A relevant background in Human Rights and on the Convention on the Rights of the Child,
  4. Previous working experience in the Kyrgyz Republic or recorded voluntary work,
  5. Fluency in English and Russian is required. Knowledge of Kyrgyz is a strong asset,
  6. Have excellent academic performance as demonstrated by recent university or institution records,
  7. Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office,
  8. Have no other relatives in the line of authority which the intern will report to,
  9. Additional consideration will be given for any past relevant experience. **

Duty station and official travel involved

Bishkek with possible travel to the regions.

Duration

6 months (March - August 2019) on a 50%-time basis. **
