Kyrgyzstan: Knowledge Management and Data for Development Associate

Objective/purpose of the services

The objective of the services is to capture the situation of children in the Kyrgyz Republic, best practices and lessons learned from UNICEF programme in Health and Education within the Child Survival and Development (CSD) programme. We require a knowledge management and data for development consultant to create visually appealing datasets, user friendly data and information sets, and to set up and maintain a standardized electronic database and archiving system for storage, preservation, analysis, visualization and reporting/sharing/publishing of Health and Education programmes. This includes Early Childhood Development, Nutrition and Immunization programmes. We also require the contractor to transfer skills within UNICEF and relevant partners to use and maintain these tools.

Background

UNICEF in the Kyrgyz Republic is implementing the Country Programme 2018-2022 to reach the most disadvantaged children in the country. UNICEF works at policy level with the Government to improve the social system, as well as on the ground to make sure that the system doesn’t leave any child behind. One of the priorities of the Country Programme is to ensure equitable access to services for child survival and development which is composed of the following programme areas; health, nutrition, immunization, education and early childhood development (ECD).

Scope of work and key tasks

Key tasks of the Knowledge Management and Data for Development Associate are the following:

  • Work proactively with the CSD programme and various project team members (e.g. UNICEF consultants, partners) to identify opportunities for capturing and sharing knowledge and disseminating information about major progress and results. This includes, but are not limited to factsheets, trend analyses, programme maps, human interest stories etc.
  • Support the CSD programme to document successes and lessons learnt in identified programmes;
  • Develop newsletters, booklets, documenting of best practices for a) education/ECD and b) health/nutrition/immunization;
  • Update key indicators and prepare factsheets, PowerPoint briefings and infographics for a) education/ECD and b) health/nutrition/immunization;
  • Manage editing/translation and development of lay and child/youth friendly versions of research documents and their distribution plan for different audiences;
  • Organise bi-monthly critical thinking forums on key issues related to CSD for public advocacy and raising awareness with experts (both internal and external audience);
  • Support the CSD programme with migration and update of documents and files from different UNICEF database (e.g. offline shared drive, online SharePoint) to the newly developed online KGS-Collaboration site as per guidance form the Operations Section;
  • Support the CSD programme with simple translation (English to Russian/Kyrgyz and vice versa) of documents such as letters to/from Government partners;
  • Other tasks as required.

    Reporting and Supervision

    The Knowledge Management Associate will work under the direct supervision of the Chief of CSD programme based in Bishkek, Kyrgyz Republic.

    Qualification/level requirements

  • University degree in data management, monitoring and evaluation, social/environmental science, knowledge management or CSD-related field (health, nutrition, immunization, education and early childhood development);
  • At least one year of experience working in a developmental organization;
  • Working experience related to the fields of health, nutrition, education and ECD;
  • Working experience in knowledge management;
  • Familiarity with UNICEF programmes is an asset;
  • Strong written and verbal communication skills; capacity to present ideas in a concise and logical format including proven ability to summarize lengthy and complex information into short and simple language;
  • Ability to use relevant computer programmes (Microsoft) and basic graphic design programmes;
  • Fluency in Russian and English; knowledge of Kyrgyz is an advantage;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships both within and outside the organisation.
  • Recent university graduates are highly encouraged to apply.
  • Duration of contract

    The duration of the contract is for 6 months from November 2019 - April 2020.

    Application and Payment terms

    The applicant should indicate their preferred daily rate in their cover letter. Applicants should submit a CV and examples of any previous work completed such as writing samples, research, graphic design or any other material deemed relevant (no more than two). The Knowledge Management and Data for Development Associate will be selected based on the “best value for money” approach within a technical qualification framework. UNICEF will effect payments for the services monthly upon acceptance of submitted assignment reports outlining the progress towards achievement of planned activities and deliverables. Consultant will be home and office based and needs to have access to their own computer and communication devices.

    Note: In all cases, consultants may only be paid their fees upon satisfactory completion of services. In such cases where payment of fees is to be made in a lump sum, this may only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect, and any advance on the lump sum may not exceed 30% of the fees. In such cases where payment of fees is to be made in instalments, the final instalment may not be less than ten per cent (10%) of the total value of the contract and will only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect.
