Individual Consultant (International/Local) - Technical Support for Supervision of Social Service Workers.

Background & Purpose:
The Government of Maldives (GoM), in particular the Ministry of Gender Family and Social Services (MoGFSS), faces a variety of challenges and barriers when it comes to delivering social services and child protection to vulnerable children and families in Male' and across each of the 19 administrative atolls or the 187 inhabited islands. Significant barriers including the limited number of social service workers, limited qualification and capabilities of the social service workforce together with limited opportunities for their capacity building. Together, these barriers make it extremely difficult for the MoGFSS to promote child rights and provide protection and prevention services to vulnerable children and families.
The social service workers or case workers currently manages on average a case load of 70 cases per head. With limited or no clinical supervision and support and the high number of cases load the quality of services are, on a number of occasions, compromised. Supervision is important to develop the social service workers' technical capacity, provides a suitable platform to discuss and ensure accountability, to ensure the effectiveness of the interventions and provides opportunity to continuous professional growth.
The main objectives of the proposed consultancy:
The objective of the consultancy is to assist the MoGFSS to provide technical supervision, for strengthening the capacity of the social workers
Duty station: From home (remote services)
Travel: No travel envisaged.
Supervisor: Programme Specialist for Child Protection, UNICEF
Major deliverables for the consultancy:
Provide supervision for the existing case workers and to propose a mechanism of supervision
Tasks:
1. In consultation with the Case workers establish a model and a schedule for supervision:
- One-to-one supervision
- Group supervision or a
- Combination of the two
- Individual and group debriefing sessions for case workers
2.Provide supervision and debriefing sessions for the case workers
3.Final Consultancy Report with recommendations
Deliverables:
- Agreed Model and draft schedule
-At least 5 sessions per day, 5 days per week; total of 25 supervision sessions per week
-Monthly Supervision report for each of the case worker
- Final overall Supervision Report
Time frame: 15 weeks
Note: Soft and hard copies to be submitted to UNICEF. Payments will be disbursed against acceptance of products, and against accepted deliverables and on acknowledgement of the receipt of the deliverables.
Estimated duration of contract and deadline for submission of end-product: The total consultancy is estimated to be of 15 working weeks with possibility of extension
Qualifications or specialized knowledge and/or experience required:
The consultancy can be taken up by an individual and must have the following qualifications and /or specializations to be selected for the consultancy.
Academic qualifications:
- Advanced degree in Social Work
Knowledge, skills and experience:
- At least 5 years' experience working experience in the area of social work
- At least 3 years of working experience in supervision of social workers
Personal competencies:
- Ability to keep to tight timelines.
- Strong drive for results.
- Highly developed communication, networking and interpersonal skills.
- Ability to working with teams of diverse capacities.
Language competencies:
- Proficiency in written and spoken English and Dhivehi.
