Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.

Context:
To successfully integrate an evidence-based policy approach to migration management and
mainstreaming and develop a Migration Profile as a tool for strategic policy and programme
development.

Core Functions / Responsibilities:

  1. Develop the National Migration Profile (MP) for the Republic of Maldives that would be accessible to all government ministries;
  2. Design and develop an agreed methodology for the study;
  3. Establish Project Advisory Committee and conduct quarterly meetings;
  4. Conduct a rapid research needs assessment and stakeholder analysis and promote effective coordination mechanism; conduct a desk review of secondary source data concerning migration in the Maldives;
  5. Lead the primary research of data collection, data analysis, report writing that includes identification of initial results and recommendations for improved migration policies captured in MP;
  6. Conduct review of legislative framework relating to migration (national and international laws) and migration-related policies and mechanisms, including desk and field interviews;
  7. Hold stakeholders workshop to launch and adapt MP framework to national needs ; organize workshops on migration information and services for stakeholders; organize one training on use of migration statistics in policy planning and train stakeholders in specific migration related sectors depending on results of MP ;
  8. Develop awareness raising materials on MP. Compile and make accessible other relevant reference materials;
  9. Submit field report as per the missions request and a final report and;
  10. Report with recommendations for IOM and the Government of Republic of Maldives to improve migration management policy.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Relevant university degree in law, public policies, migration studies, or related field.

Experience

  • At least 5 years of work experience in research and analyses on international labour migration laws, foreign employment policies, or immigration/ emigration policies;
  • Track record of experience in qualitative research;
  • Strong thematic knowledge and ability to deliver quality products consistently throughout the consultancy duration.
  • Demonstrated ability to analyze complex issues by taking into account the situations of multiple countries and synthesize the analysis with concrete recommendations in writing.
  • Excellent organizational skills and punctuality of the submission of the deliverables.
  • Excellent team player, able to work on own initiative and work as part of the team.
  • Flexible to accommodate certain changes to the timeline and methodology and responsive to changes as part of the review and feedback process.

Languages

Fluency in English is required. Knowledge of any local language is an advantage.

    Other:

  • The all-inclusive fee for this Consultancy is equivalent to PX of the IOM/UN Salary Scale for Staff in the Professional Category. IOM will cover travel expenses to/from the place of duty.

  • Before commencing work, the Consultant will be required to submit a statement of good health signed by a certified medical doctor, including confirmation that the Consultant’s vaccinations required for the country or countries to which travel may be required are up to date.

  • IOM only covers the Consultant against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. The Consultant is responsible for his/her own medical insurance for non-occupational accident or illness.
