Climate Change and Human Rights Advisors (Proposal) – Maldives, Indonesia, and the Philippines

The American Bar Association Rule of Law Initiative (ABA ROLI) is recruiting climate change and human rights advisors based in the Maldives, Indonesia, and the Philippines for a proposed 2-year project. Candidates will serve as experts on the human rights impacts of climate change in their country and work to support affected communities. Three positions will be available, one each based in the Maldives, Indonesia, and the Philippines. These positions are contingent on receipt of funding.

ABA ROLI’s mission is to promote justice, economic opportunity and human dignity through the rule of law. ABA ROLI has worked for over 30 years in more than 100 countries to strengthen legal institutions, to support legal professionals, to foster respect for human rights, and to advance public understanding of the law and citizen rights. ABA ROLI has nearly 500 professional staff working in our Washington, DC, headquarters and around the world. In collaboration with our in-country partners, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

ROLE AND RESPONSIBILITIES

  • Serve as a subject-matter expert on human rights impacts of climate change.

  • Provide training and technical assistance to impacted communities to document human rights violations and advocate for policy reform.

  • Lead day-to-day operations of assigned programs in accordance with the requirements of ABA ROLI and donors.

  • Lead the development and deployment of substantive programming and activities.

  • Establish and enhance effective collaboration and relationships with national and local entities and other partners to fulfill program objectives within cost constraints.

  • Assist in the administration of sub-grants in accordance with ABA ROLI and donor regulations and requirements.

  • Contribute to work plan development and program monitoring and evaluation.

  • Contribute to the preparation of weekly, quarterly, and annual reports.

  • Maintain communication with ABA ROLI DC and partner organizations to ensure timely and accurate updates on program activities, achievements, and shortcomings.

  • Assist in ensuring compliance with all donor, ABA, US and local laws/regulations while implementing the program(s), including ensuring personal compliance with applicable anti-corruption laws.

  • Perform other related duties as required.

REQUIRED QUALIFICATIONS

  • Based in the Maldives, Indonesia, or the Philippines with the legal ability to work there.

  • University degree in law, public policy, human rights, environmental and sustainability studies, or another relevant subject. Candidates without a university degree will be considered if they have ten years of relevant experience.

  • At least five years of experience working on human rights issues impacted by climate change.

  • Experience juggling multiple projects in a fast-paced work environment.

  • Highly organized, with ability to multi-task and remain calm under time pressure.

  • Excellent interpersonal skills and experience working with diverse communities throughout the country.

  • Ability to travel domestically and internationally.

  • Excellent written and verbal communication skills in English and the national language.

  • Interest in and commitment to the rule of law.
