The USAID-funded Climate Change Adaptation (CCA) Activity in Maldives, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified Monitoring, Evaluation and Learning Specialist
candidates. This position will be located in Male, Maldives.
The CCA Activity enhances the adaptive capacities of the public and private sectors and local communities in Maldives and Sri Lanka to climate change impacts in ways that contribute to sustained, inclusive market-based growth. This five-year project seeks to identify and scale up innovative solutions to adaptively manage climate-related risks through market-driven private sector and community engagement; strengthen central and/or local governance to address climate-related risks; and improve availability and access to high-quality information for decision-making to reduce vulnerability to climate change in both countries. The CCA Activity is a 5-year USAID contract being implemented by Tetra Tech, and runs through July 2026.
Position description/summary:
The Monitoring, Evaluation & Learning (MEL) Specialist is responsible for development of CCA Activity’s learning agenda and intervention monitoring and evaluation in the Maldives. Supports work plan development and implements the Activity MEL Plan. Leads adaptive management efforts. This position reports to the DCOP/Maldives and closely coordinates with the Sri Lanka-based MEL Manager.
Responsibilities:
Tasks include but are not limited to:
* Work with Tetra Tech Home Office support on the preparation, submission and finalization of the CCA Activity MEL Plan;
* Lead the conception and the development of systems, tools and forms for collecting and analyzing data for measuring performance indicators and expected results and achievements;
* Work in collaboration with relevant staff on the development and implementation of environmental mitigation and monitoring plan (EMMP) and Climate Risk Screening Matrix for the project;
* Support grantees and partners to develop and implement their EMMP in compliance with USAID requirements.
* Coordinate the design, implementation and development of monitoring systems for partners and grantees;
* Provide guidance, oversight and training as needed to actors responsible for data collection (technical staff, partners, grantees and others) as required on the use of MEL tools and systems in order to ensure compliance with the MEL Plan;
* Support with grantee selection process through MEL capacity assessments and other assessments for potential grantees;
* Coordinate periodic internal Data Quality Assessments (DQA) for the project including, grantees and other partners and support USAID and Home Office teams during external data quality assessments by USAID and Home Office respectively;
* Coordinate with CCA Activity staff, partners, and grantees to set targets against specific indicators and adapt these as needed during quarterly Annual Work Plan review and agree with staff on specific indicators they will address on field or partners visits and collect the requisite data during travel;
* Ensure data submission by CCA Activity staff, partners and grantees and that these are transmitted on schedule and in the formats required;
* Provide technical, analytical and training support as needed to project and field staff and partners in the collection of data and in the preparation of progress reports and regularly participate in indicator results review sessions and planning activities;
* Ensure correct use of tools and forms developed by the project, regular collection of data, aggregation, analysis and transmission to higher levels;
* Ensure submission of datapoints into all USAID systems as required;
* Support in conducting internal and external evaluations such as Baseline, End-line and other studies and collaborate with evaluator teams for all Evaluations (Mid-Term, Final Evaluation and Impact);
* Work with the MEL Officer in Sri Lanka to ensure that a system is developed to file MEL data so that it is compliant with USAID and Tetra Tech ARD filing and auditing compliance requirements;
* Oversee the development and implementation of a database system for transferring and storing data and producing analysis;
* Contribute to all CCA Activity progress and annual reports; and
* Support CCA Activity Planning process and monitor the ongoing review of performances by collecting monthly data on activities conducted and results; and
* Execute any other tasks being linked with the objectives of the project based on discussions with and agreement by the COP.
Qualifications:
* Bachelor’s degree in statistics or relevant field;
* Minimum 5 years of experience conducting MEL activities on donor-funded projects;
* Fluency in Dhivehi and English;
* Experience in training and mentoring; and
* Familiarity with Climate Change adaptation challenges and opportunities in the Maldives.
