The USAID-funded Climate Change Adaptation (CCA) Activity in Maldives, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified Community Engagement and Social Inclusion Specialist candidates. This position will be located in Male, Maldives.
The CCA Activity enhances the adaptive capacities of the public and private sectors and local communities in Maldives and Sri Lanka to climate change impacts in ways that contribute to sustained, inclusive market-based growth. This five-year project seeks to identify and scale up innovative solutions to adaptively manage climate-related risks through market-driven private sector and community engagement; strengthen central and/or local governance to address climate-related risks; and improve availability and access to high-quality information for decision-making to reduce vulnerability to climate change in both countries. The CCA Activity is a 5-year USAID contract being implemented by Tetra Tech, and runs through July 2026.
Position description/summary:
The Community Engagement and Social Inclusion Specialist is responsible for providing capacity building for communities to identify climate-related risks locally and create plans to manage risks. Works with the PSE Specialist to identify linkages between local communities and the private sector to support climate change adaptation and promote locally led innovations and solutions. Ensures that all populations (youth, women, PWD) are considered during work planning and activity implementation. Supports the CCA Activity grants program by providing support to CSOs and NGOs focused on managing climate risks locally. This position reports to the DCOP/Maldives.
Responsibilities:
Responsibilities include, but are not limited to, the following tasks:
* In collaboration with the DCOP-Maldives and other technical specialists, develop comprehensive yet flexible plan for community engagement and social inclusion for CCA Activity community-level work in Sri Lanka. This includes but is not limited to facilitation of local climate risk assessments and options analysis to determine strategic opportunities;
* In collaboration with the Communications Specialist, develop and utilize communications materials to catalyze, motivate and inform community groups and CSOs to collaborate with the CCA Activity;
* In collaboration with the Private Sector Engagement Specialist, identify opportunities for partnerships to test and amplify positive impact of investment options;
* Collaborate with DCOP/Maldives, Grants Manager and other technical staff to identify, implement, monitor and report on Grants under Contract to relevant community organizations and NGOs;
* Collaborate with the Community Engagement & Social Inclusion Specialist-Sri Lanka to seek opportunities for synergy and cross learning/training; and
* Provide significant contributions to CCA Activity project deliverable documents including but not limited to Startup and Preliminary Work Plan, Annual Work Plan, Weekly Updates, Quarterly Reports, Annual Reports and Activity Monitoring, Evaluation and Learning Plan (AMELP).
Qualifications:
* Bachelor’s degree in relevant field;
* Minimum 5 years of experience engaging communities in gender, equality, and/or social inclusion in the Maldives;
* Fluency in Dhivehi and English;
* Demonstrated experience developing relationships with communities and advising on inclusion approaches; and
* Familiarity with Climate Change adaptation challenges and opportunities in the Maldives.
