Human Dimension Officer
Requirements include, but are not limited to:
University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
Minimum 6 years of Experience working with human rights, minority or gender issues
Project management experience, including development, implementation and monitoring
Demonstrable organizational, analytical, communication and interpersonal skills
Experience in drafting reports
Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions
Strong analytical, organizational, communication and interpersonal skills, and the ability to compile and analyze relevant information
Professional fluency in the English language and working knowledge of the Russian language, both oral and written, and the ability to communicate clearly and concisely
Cultural sensitivity and judgment
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Ability to operate windows applications, including word-processing and e-mail;
Knowledge of OSCE principles and commitments
Tasks and Responsibilities
Under the general direction and supervision of the Deputy Head of the OSCE Centre in Bishkek and the immediate supervision of the Senior Human Dimension Officer and in consultation with Senior Field Representative the incumbent will cover southern part of Kyrgyzstan and be based in the Osh field office. As such he/she:
Assesses and reports on human dimension's activities relating to the Mission's mandate; prepares background papers on human rights, legal and democratization issues to foster discussion among OSCE bodies on such issues, their causes and potential consequences;
Assists and advises in the analysis of the human rights situation; monitors and reports on related cases in Kyrgyzstan;
Provides strategic thinking on policy and programmatic needs for the OSCE Centre in Bishkek (CiB), ODIHR and other relevant units;
Drafts (narrative and financial), develops, co-ordinates and implements projects and initiatives;
As Programme Manager, exercises programmatic approval authority to engage budgeted resources for the implementation of the Human Dimension Programme;
Formulates finance assistance requests and systematically reviews programme budget expenditure;
Provides programme input for the Budget Outline, Unified Budget Proposal, Mid-Year-Review and personnel planning;
Assists in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
Supervises the work of national staff;
Performs other duties as assigned.
