Maldives: Project Manager (Counter-Trafficking)

Context:

Under the overall supervision of the Chief of Mission (CoM) for Sri Lanka and Maldives and in close coordination with the Regional Migrant Assistance Specialist based at the Regional Office for Asia and the Pacific in Bangkok, IOM Washington and Geneva-based specialists on counter-trafficking, the successful candidate will be responsible and accountable for the implementation, oversight, and coordination of the assigned project/s and related activities, as well as representing the CoM in his/her absence.

Core Functions / Responsibilities:

  1. Manage the overall implementation of the J/TIP funded counter-trafficking project in a timely manner, being responsible for the financial, administrative and technical oversight of the project, in line with IOM's policies, practices and global standards on counter-trafficking (particularly focusing on the victim centered response) as well as J/TIP's requirements, guidelines and grant agreement regarding the issue of trafficking in persons.

  2. Manage and oversee all activities in Male including, resource deployment, activation, implementation, reporting and evaluation of the assigned project/s.Liaise with the relevant units in IOM Colombo with regard to programme, finance and administrative activities.

  3. Establish and maintain strong partnerships and liaison with Government entities (national and donor as well as with implementing partners, United Nations (UN) agencies and other stakeholders.

  4. Promote dialogue, information-sharing and cooperation among Government and non-governmental actors on IOM's priority areas for cooperation.

  5. Coordinate all project activities and participate actively in training development and delivery. Coordinate closely with the US Embassy in Colombo, IOM Washington, IOM Regional Office and other Missions as necessary during the life of the project.

  6. Provide regular updates on the implementation of the project and be responsible for the elaboration of interim and final project narrative reports to be submitted to the Donor (US Department of State/Government Office to Monitor and Combat Trafficking in Persons (J/TIP). Respond to any queries from IOM or J/TIP regarding proposals, project implementation, reporting and local counter-trafficking context and be prepared to manage remote and on-site monitoring by donor during the lifetime of the project.

  7. Provide regular review and advice to the Chief of Mission and where requested, to the Regional Office, on the overall progress of the project and other related programmes, working to build linkages and synergies with other IOM programmes in the mission.

  8. Collect and report critical information related to counter-trafficking activities/stakeholders or existing plans in Maldives.

  9. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM's image and activities.

  10. Explore potential entry points for expanded collaboration with relevant authorities and partners on project-related activities, identify new project possibilities arising from this project in relation to expressed governmental needs, donors' priorities and in line with IOM's mandate and strategy; formulate new programmes/projects with particular regard to government policy and procedures in the field of incoming foreign workers.

  11. Supervise project/s staff as well as consultants recruited to support and/or undertake specific activities.

  12. Ensure implementation of relevant measures for security of all IOM Staff and IOM property in coordination with the IOM Security Focal point and UNDSS. Ensure that IOM Staff, premises, vehicles, operations, and activities are fully in compliance with relevant security standards.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

• Master's degree in Social or Political Science, International Relations, Development Studies, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working with a Government or UN Agencies, international organizations and/or NGOs on migrant and/or refugee protection or associated issues; • Experience in counter-trafficking project management; experience in managing trafficking cases, including screening, identification, immediate care, and return and reintegration; • Experience as a trainer, facilitator, and presenter on the topics of human trafficking and protection overall; experience in managing USG funded projects, particularly with J/TIP an advantage; • Thorough knowledge and understanding of counter-trafficking issues and related existing legal framework; • Background in institutional and capacity-building; understanding of complex social-political environments; sound knowledge of the project cycle.

Languages

Fluency in English is required.
