Strengthening Capacity of Prosecutors working with Child Victims and Witnesses of Violence

1. Background & Purpose

Background: The Ministry of Gender and Family (MoGF) is the key government authority mandated to prevent and respond to issues of children, women, elderly and persons with disabilities. The ministry began the process of decentralizing its functions in 2007, through the establishment of the Family and Children Service Centres. Currently, there are 19 Family and Children Services Centres (FCSC) in 19 atolls. In 2016, to further strengthen and increase access to these services at island level, the ministry, in close collaboration with relevant stakeholders from government organizations and NGOs, launched “Social Protection for all”, a program for reaching the most vulnerable groups at island community levels.

One of the challenges faced in provision of the services, more particularly reaching the most vulnerable and disadvantaged population, is the geographical dispersed nature of the country. Coordination between the institutions at the three levels of governance namely; the central (or national), atoll and island levels has been a challenge. The dispersed nature also creates a challenge in monitoring the quality of services offered at island level.

The Community Social Groups (CSGs), were established with the aim of bringing social protection services closer to the most vulnerable groups and to ensure that the stakeholders at community level work together in preventing, protecting and responding to cases of violence against children, victims of domestic violence, persons with disabilities and the elderly. Community Social Groups comprise of personnel from the local offices of education, health, police, island councils, women development committee and social worker (on those islands where they are based) and where possible CSO/NGOs. CSG have been initiated in Shaviyani, Kaafu, Gnaviyani, Seenu and more recently in Gaaf Alif Atolls. These atolls were selected due to high number of VaC cases, the different geographic structures combined with their capacity levels and with the aim of demonstrating how it can function in different settings. Currently the 40 CSGs initiated across these 5 Atolls, with varying capacity of the sectoral staff the Community Social Groups, are at different stages of development and functioning.

Purpose: The purpose of this consultancy is to provide support to the Ministry of Gender and Family to strengthen and rollout the Community Social Groups.

2. What is the basic project objective to which the consultancy is related

The proposed consultancy will contribute towards the establishment of programmes and building capacity of multi-sectoral teams at Island Community level for identification, prevention and responding to cases of violence against children (including GBV), juvenile crimes and children/adolescents abusing drugs. It will also contribute towards strengthening coordination between sectors.

3. Duty station: The consultant is expected to spend most of his/her time in the atolls where CSGs have been initiated; ie Shaviyani, Kaafu, Gaaf Alif Atoll, Gnaviyani and Seenu Atolls)

4. Travel: It is expected that the consultant will spend most of the time in the atolls working with the CSGs, with visits to Male’ as per the agreed schedule.

5. Major tasks to be accomplished;

1. Support CSGs in rollout of their workplan2. Finalization of the (draft) CSG Handbook, including operational procedures and guidance3. In coordination with MoGF, UNICEF and Atoll/City/Island Councils (i) conduct a training needs assessment (ii) develop a training plan for strengthening CSGs; (iii) develop and /or compile training module(s); (iv) facilitation and delivery of the identified training sessions 4. Documenting CSG approach and results

  • In consultation with stakeholders, discuss and agree on how to enhance and systematize coordination between stakeholders at atoll and island levels.

  • Soft and hard copies of the deliverables to be submitted to UNICEF and MoGF. Payments will be disbursed against acceptance of products, and against accepted deliverables and a monthly progress report upon acknowledgement of the receipt of the deliverables.

    7. Estimated duration of contract and deadline for submission of end-product

    The total consultancy is estimated to be around 6 months with possible extension and will be based at UNICEF

    8. Qualifications or specialized knowledge and/or experience required

    Following qualifications and /or specializations are necessary to be selected to the consultancy.

    Academic qualifications:

  • A University Degree Sociology, Psychology, Social Work, LLB or related field
  • Knowledge, skills and experience:

  • Minimum 5 years of work experience including working with communities and community mechamism.
  • Past experience in the areas of capacity needs assessment, and training community members
  • Experience in running awareness programmes.
  • Experience in conducting participatory workshops and facilitation skills
  • Personal competencies:

  • Ability to keep to tight timelines.
  • Ability to produce work independently with limited supervision
  • Highly developed communication, networking and interpersonal relations
  • Working with teams of diverse capacities.
  • Computer skills
  • Language competencies:

    Proficiency in written and spoken English
