Purpose of assignment & Background:
Maldives has a low prevalence of HIV, with high risk for a potential concentrated epidemic. While the prevalence is low, more recent research shows that risky behaviors leading to HIV is prevalent in the Maldives. Research findings indicate that risky behaviors among key population groups are high, and reveals that individuals engage in high risk activities at a very young age. National data and studies such as the National Drug Use Survey (2013) also reveals the high-risk behaviors which can trigger an outbreak of HIV infection exists in the country, unless prevention efforts are maintained and scaled-up. The prevalence of risky sexual behavior such as unsafe sex and other harmful behavior among drug users are high (National Drug Use Survey, 2013; National Strategic Plan on HIV/AIDS, 2015).
Low awareness and skills puts adolescents and young people at a greater risk for HIV/AIDS. The Demographic Health Survey (2009) indicates that the basic knowledge of HIV/AIDS is high, yet comprehensive knowledge on HIV/AIDS and skills to protect them from are relatively less. Young people need age appropriate information and set of life skills that will enable them to make informed decisions and practice behavior that will protect them from HIV/ AIDS, STIs and other risky behavior, including substance abuse. Hence, there is a critical need to initiate specific HIV prevention interventions to adolescents and reach out to the at-risk young people and increase awareness on sexual reproductive health, as well as drug use-sex-HIV and other risky behavior.
In this regard, UNICEF Maldives Country Office is seeking a consultant to design a training package to health service providers, on adolescent health and development with a focus on HIV/AIDS prevention among young people of the Maldives.
What are the objectives to which the consultancy is related?
The objective of the consultancy is to improve knowledge and skills among adolescents and young people on HIV/AIDS prevention and related harmful health risk, to promote safe behavior, through increasing capacity of health service providers.
The specific objectives of the consultancy are:
Duty station:
Home-based and travel to Maldives (2 visits while in Male, Maldives (based in the Health Protection Agency), and UNICEF Maldives country office.
Supervisor
UNICEF, Programme Specialist for Health and Nutrition. From the Government, the Focal Point from National AIDS Programme, Health Protection Agency, Male, Maldives will provide support and supervision.
Main roles and responsibilities
The main role of the consultant is to develop a standard HIV/AIDS prevention training packages for adolescents in the Maldives, including a module on HIV/AIDS harm reduction and secondary prevention for A/YKP. Specific tasks include:
Develop a guidance note for facilitators on reaching out to the YKAP, to deliver information, training and services to the at-risk young people

It is estimated that the work will take approximately 46 calendar days between August / September 2018 & December 2018
Official travel involved (itinerary and duration)
It is anticipated that there will be two trips to the Maldives.

Travel will be from most economic and direct route, and reimbursed
Qualifications or specialized knowledge and/or experience required
Advanced Degree in a relevant area is an added advantage
