Purpose of assignment:
The youth population of Maldives (15-24) as per ILO estimates stand at 68,000 for year 2018 and constitutes 18.5% of the total population. This age group also face unprecedented challenges including limited opportunities within education, limited avenues to develop skills required for a changing labour market, finding employment and a myriad of stresses in their environment and society. Without adequate job skills and competencies to manage self and social pressures, young people are at risk of exploitation or making self-destructive choices. To address the growing concerns of young people, under the United Nations Development Assistance Framework, 2016-2020, UNICEF has stepped up support to the Government of Maldives to address the vulnerabilities and challenges faced by young people in the Maldives. As such, the rolling work plan for 2019-2020 includes interventions aimed at skilling of young people who are not in education, training or employment. These interventions entail connecting with stakeholders and actors, both public and private, who can facilitate the effective entry of young people into productive adult life and empowered citizenship. UNICEF is seeking a national consultant to provide technical and operational support to roll-out these interventions.
Objectives and Scope of Work:
The purpose of the assignment is to support the coordination and implementation of activities planned to support skilling and empowerment of young people for gainful employment, planned in the UNDAF Work plan 2019-2020.
The specific objectives are to:
Coordinate the implementation of the alternative learning program for out-of school adolescents and young people piloted in Addu City in partnership with the Maldives Red Crescent.Coordinate the internship program UNICEF is going to start with Manta Air to give young people work exposure to the aviation industry.Supportthe implementation and coordination of the local and regional initiatives on youth and skills development planned for 2019.Duty station:The consultant will be based at UNICEF.

Coordinate the implementation of the alternative learning program for out-of school adolescents and young people piloted in Addu City in partnership with the Maldives Red Crescent.Ensure timely and quality delivery on assigned activities, including management of budgets related to those activities and its reporting.In consultation with the supervisor, engage with stakeholders to address challenges in implementation.Travel to the field / target islands to support implementation and monitoring of activities in the field.In consultation with the supervisor, monitor progress and carry out cause corrections to program as required. Collect and maintain data on the program.Document success stories and lessons learned from the project.DCTs reported and liquidated within the required time.Data on the program collected and maintained.Minutes of meetings maintained and follow communications done when required.Trip reports completed within 15 days of travel.A report on the program showing the success and challenges and way forward interest stories with selected young people.Coordinate the internship program UNICEF is going to start with Manta Air to give young people work exposure to the aviation industry.Prepare an orientation package on the internship program for high school leaversOrganize information sessions with high school leavers and identify potential interns.Organize the inauguration of the program.Monitor the implementation of the internship program and provide necessary support in coordination with UNICEF and Manta Air.Monitor progress of the internship program and carry out course corrections to the program as required. Estimated duration of contract: Four months from Sept 2019 - December 2019.

Note: UNICEF will only make milestone payment based on achievement of specific deliverables as listed in this TOR. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other forms of taxes.
Qualifications or specialized knowledge and/or experience required
A university degree in social science.At least two years of experience in education and training would be an asset.At least two years of experience in the design, development, implementation of youth development or community empowerment projects would be an advantage.Excellent interpersonal, communication skills and ability to participate effectively in multi-disciplinary teams.Must be able to manage diverse view points and work in demanding situations.Fluency in written and spoken English and good report writing skills in English.For every Child, you demonstrate..
