UNICEF Maldives Country Office seeks to recruit a National consultant to provide technical support to the Communication and Partnership building efforts of the country office.

Purpose of Assignment:

In line with the Country Programme Document (2016-2020) and UNICEF Strategic Plan 2018-2021, UNICEF Maldives aims to continue building partnerships with the general public, key social sector Agencies and partners at all levels through advocacy, communication and campaigning to achieve results for children, especially the most vulnerable. The country programme design adopts an evidence-based policy advocacy and institution strengthening approach in addressing the barriers that affect the most disadvantaged.

To translate this commitment to child rights and equity into resources and action for children, UNICEF Maldives will continue efforts to build a more coordinated, consistent communication and public advocacy strategy through key partnerships with private sector/state-owned enterprises and civil society organizations, and develop high quality public engagement products that aim to raise awareness around the challenges children in the Maldives face, and in what ways UNICEF supports its partners in improving the situation of children in the Maldives.

Objective:

The overall goal of this consultancy is to support the UNICEF Maldives country office in its public communication and advocacy activities, that support the overall achievements of the 2016-2020 country programme. Specifically, this involves updating and maintaining a strategic communication and advocacy content plan, produce content for the country office website and social media, support the partnership mapping and landscaping exercise, and support the initiation of some potential partnerships.

Deliverables

  • Raising awareness around child rights issues and increase visibility of the UNICEF Maldives country office.
  • Update the communication & advocacy content plan in line with local and global priorities;
  • Update the UNICEF Maldives website and social media accounts with relevant stories and key messages on key results achieved;
  • Produce powerful stories for the UNICEF Maldives website and social media platforms;
  • Produce photographic material for stories and/or guide programme teams in taking high quality images for online stories.
  • Communication & advocacy content plan updated regularly
  • Website and social media accounts updated as per agreed content plan
  • Minimum of 1 story on programme results produced p/month; daily social media content posted as per agreed plan.
  • Partnership outreach.
  • Support the development of TORs for conducting a partnership mapping;
  • Support conducting a comprehensive partnership mapping covering both local private sector, the tourist industry, and civil society organizations;
  • Support the review and selection of potential partners to be included in a database of future partners for UNICEF Maldives.
  • Partnership TORs available for private sector and CSOs
  • Partnership mapping completed in line with UNICEF guidelines
  • Selection completed, and database of potential future partners available
  • Support programme development for newly signed partnerships.
  • Support the development of a detailed work plan with Tree Top Hospital (TTH) on the child friendly hospital initiative;
  • Support the development of a detailed work plan with Manta Air on the skills development initiative jointly with the education team.
  • Detailed 1-year work plan for the partnership with TTH available and support implementation
  • Detailed 1-year work plan for the partnership with Manta Air available and support implementation.
  • Estimated duration of contract and deadline for submission of end-product: 45 working days (2 months)

    Official travel involved: Occasional programme visits to UNICEF programmes to enable story writing.

    To qualify as an advocate for every child you will have…

  • A higher university degree in in a relevant field.
  • At least 3 years of relevant experience, in development communication, private sector engagement and social media engagement.
  • Have the ability to work under pressure, open to input/scrutiny, respect for national developmental/cultural contexts and deliver on tight deadlines
  • Experience working with UN agencies and International Organizations would be desirable.
  • Demonstrated fluency in English.
