Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Maldives Monitoring, Evaluation, and Learning (MEL) Specialist position on a USAID-funded program in Sri Lanka/Maldives.
The USAID Sri Lanka/Maldives Ocean Plastic Reduction Program (Ocean Plastics) activity is a five-year initiative that intends to support improved solid waste management practices, with an emphasis on reduction of Ocean Plastics Pollution in Sri Lanka and Maldives. The Activity will work to fulfill this purpose through four complementary objectives: 1) Professionalize, improve and expand solid waste management, with a focus on reducing plastics available to the environment; 2) reduce reliance on virgin plastic inputs and products; 3) empower communities to drive local waste management solutions; and 4) strengthen the enabling environment for solid waste management with an emphasis on reducing ocean plastics. The RFP is anticipated to be released in January 2022 and will likely be based in Malé, Maldives.
The role of the Maldives Monitoring, Evaluation, and Learning (MEL) Specialist is to support the implementation of the Ocean Plastics Activity MEL Plan and knowledge management and learning (KML) strategy in the Madives The MEL describes all data collection, analysis, and reporting tasks to be conducted over the life of activity. The KML strategy describes the ways in which existing knowledge and lessons learned generated by Ocean Plastics will be captured, shared, and ultimately used to inform USAID’s and the broader sector’s knowledge on 3Rs and SWM. Under the supervision of the Maldives Country Director, in close collaboration with MEL Manager in the US, and in coordination with other relevant staff (e.g. the Regional Director, Grants Specialist), the MEL Specialist will provide trainings, capacity building, and ongoing one-on-one reporting support to grant applicants and recipients to ensure that data generated from activities and interventions are reliably and accurately collected in a timely manner.
Responsibilities:
* Develop the Activity MEL Plan to track project progress;
* Develop tools and data collection protocols to meet indicator specifications, ensure data quality (reliability, integrity, validity, precision, timeliness), and train staff and partners in data collection protocols and oversee data collection;
* Collect and audit grantee and local data collectors’ MEL systems, policies, procedures, templates, and forms for Ocean Plastics work in the Maldives;
* Provide on-site monitoring, oversight, and accountability of program activities, as well as work directly with grantees, relevant technical specialists and subcontracting partners to develop and roll-out and ensure proper use of data collection tools; and
* Provide mentoring and training assistance/services to program staff and third-party data collectors.
Qualifications:
* Bachelor’s degree required (Master’s preferred) in relevant field such as international development, business administration, social sciences, data sciences, etc.;
* At least 4 years’ experience in MEL program management for international development, preferably in Southeast Asia;
* USAID experience and knowledge of USAID rules and regulations preferred;
* Proven track record of collaborating with a diverse array of stakeholders (including governments, the private sector, local organizations), fostering collaborative learning and adaptive management, and integrating social inclusion with women, youth, and other vulnerable populations;
* High level proficiency of MS-Office applications, online data collection forms (e.g. Formstack, Surveygizmo, Google forms) and data platforms (e.g. Salesforce, Tableau);
* Experience in municipal solid waste management, ocean plastics, materials management, recycling services preferred but not required;
* Professional fluency in English required; and
